Stating the Obvious

Despite the ever-increasing sophistication of the BPD’s strategies to combat inner-city violence, despite the targeted deployment of resources based on the latest information and street reconnaissance, despite the work of community centers and dedicated street workers, there will be a core - a very hard core - of young criminals who will function oblivious to cops and safety nets.

...and ineffective gun laws that serve only to restrict the rights of non-criminals.
